Latvia's flag has been updated in Wikipedia as apparently per the 2018 amendment of the Latvian law, if the depiction of the national flag of Latvia is produced in another technique, the carmine (a shade of red) is Pantone 201C.

Seems like they've switched to using textile shades for the flag, as the brighter colours is for digital.
